get a faster computer and don't install tons of software.
windows 7 itself shouldn't need modifying to help you speed up slow games. if upgrading components isn't an option, and its a fresh install, then you should be turning down the settings on the games you play.
or if by 'online multi player games' you mean just mir, then Alecs advice of windows xp virtual machine can speed up your fps.

There's your problem!
A virtual machine is a piece of software that lets you emulate hardware/OS within your current machine. In other words you could run XP in a "window" inside your Windows 7. Do a quick search & look it up.

Once XP is installed you need to install DirectX 9c and you will be ready to play Mir with good fps.

So it is just mir you're referring to?
It's a simple case of mir doesn't care that you have good hardware. Running in XP MIGHT help you out, but its simply not designed to run well on new machines.
