Things like this will always come into game earlier than normal.. people play the high risk high rewards and pays off well, at level 27 I’v killed atleast 5 different bosses with a small group.
People explore ore and kill everything a lot earlier than normal, I was level 25 when I killed king scorpion in a small group, a lot of the bosses walk really slow meaning the bosses are early atm.

I think the rarer items will be the ones with 3 sockets, everything’s common then you get tiered on rareness by socket ect
