I'm sure its in place so that everyone is on a level playing field regardless of what resolution you play. So those who like/can only play at the lower res still hit as far as those at the maximum res.#
It also prevents abuse over walls / structures that you wouldn't normally have the range to target over.
is a screen resolution or can this " target is too far" can be changed? u shd be abble to hit were u aim or were u can see a target in ur screen..
I play 1386px res... and if i can hit to the edge of the screen, someone playing 1024px could not defense himself...

It doesn't matter, whatever the lowest resolution is has to be the maximum range. Only way to resolve it would be to force people to play at a higher res.
Why would you have to force people to play at a higher resolution? That would still be their choice, they'd just be at a disadvantage of they chose to use low resolution.
I'm not saying that the range should be changed, there's more important things to focus on but I don't see any scenario where a pc built in the past 6 or 7 years with any discreet graphics card could handle resolutions above 1024.
