I have also noticed that the caster of the spells the OP is referring to appears to be in one spot casting the spell, while they have actually moved around and the party is subject to what one would call "catch up lag" i.e. if you are melee you are hitting thin air.
Scenario: Wizard vs warrior. POV: Warrior user's screen.
Wizard casts Met, the warrior has a few suns and decides to step in and is now hitting the wizard's character that appears to be rooted where he started casting the spell, truth is the warrior is infact hitting absolute jack and has no chance to hit the wizard or to even know where he has moved to until the 2 or 3 seconds the skill is meant to take to cast have passed by and the wizard's character finally quickly moves to where the wizard's user moved to 3 seconds earlier. Rinse, repeat.
