connection problem should be easy to fix.
if people can't get in to char screen, check tbl_pubips
if people can't get in to game screen, check the dbserver's ini.
switch is just a switch, it doesn't need to do loopback.
netip --- Switch --- netip
the only reason you need loopback is because you are on a private address using NAT behind a router. When you are trying to connect to your netip, router can perform a loopback or router can go stupid...

Server error: no, I am not sure what else are corrupted. I also know setup.txt is always corrupted because it's constantly opened/written. I would start with a restore with your last known good backup.
It's not one of those files. I looked at the test patch and they also removed the new files. They are probably not going to use those new files anymore.
