Gale Rings originally were +1, and were changed in appearance only to +2 (the amount of speed they increased per 1 aspeed was halved).
We went with the original stats on here and so a total of +4 could be obtained from the set, this won't be increased as obtaining anything higher than +4 from items should be made difficult (which it has otherwise this thread wouldn't exist).

This is half correct.
In Euro before gems, you are right in saying that gale rings were +1 and necklaces +2. Dswords and Firebloodsword were also +1. Zuma mace and BDS were speed -1.
When gems got introduced, it was made that you needed +2 speed, in order to gain +1(old speed). +1 didn't actually gain any speed (you couldnt gain half speed), until you gained multiples of 2.
After the gems were out, as you say, everything was doubled, so rings +2 and necklaces +4, dsword/fbs +2 and zuma/bds were also "doubled" so were then -2 not -1.
If you plan to keep the rings at +1 and necks at +2, surely you should drop down the speed on dsword and FBS to +1 and make zuma mace/ BDS -1 also.
This keeps the whole lot in effect of what it used to be.
