My "super computer" runs Mir at speed cap, and it's almost identical to Thor's, and I get 60FPS ingame. Honestly something puzzling about Chronicles Mir when it comes to in-game FPS/speed.
As for topic; 24inch monitor will do you fine - recommend BenQ gaming ones as they're good price but also very low response time, any higher and to play Mir in Windowed mode you'd need to scale down to 1920x1080 resolution.
