I believe that i am missing a Driver '' vga.dll '' So im gonna download it and see if it is that prob

Nope, didn't work

the driver your windows uses atm is vga.dll (which is the same driver windows uses on it's safe mode )
its basicaly telling you to install a real graphic driver rather then the windows 'backup' one
which isnt directx capable

What system do you have? You should just be able to install the proper drivers for it and get in game fine.
