The P4 you find in a home PC will always have a long instruction queue. OS Calls, IO calls, AV, Firewall, your stupidity causing errors, etc.
Add this to the Pentium 4's long pipeline and instruction replay, and you find that the Pentium 4 is put at a great disadvantage, compared to these highly-specialised chips.

So, the Pentium 4 winds up with instruction latency in the tens of clocks, as opposed to the logical 9, (2 for level 1 cache calls, 7 for level 2 cache calls).
So, the Pentium 4 requires a much higher clock to compensate for this latency. (Think of the AMD64 3200's clock, compared to the P4 3.2GHZ's).
The PPC chip here will be in effect a lot like an AMD64. Except, instead of having a LONG instruction queue to deal with. It'll have a VERY small one. End result? More groups of instructions can be completed faster, and the important instructions have less time to wait.
And then, you have the DSP. Highly specialised, designed purely for it's job. 720mhz should be insanely fast, given what it needs to do. This DSP is constantly being fed data, and operating on it faster than it needs to.
End result? You have a highly specialised pair of chips, which don't suffer the architectural problems of the P4, and won't be bogged down with stupid instructions.
That, ladies and gents, is why for this system's operation, this system could be up to 5x as effective as a 3GHZ Pentium 4, which in exreme cases, could have effective speeds of 750mhz. (Assuming the worst-case efficiency matches xbitlab's estimate of 25%).

Gee didn't make that motherboard. IF you read the thread, he helped design it. The completed unit appears to be used as a set-top box of some sort, given the design & components he's using.
