Top one means either the program is open twice or the port is being used twice.
www.google.co.uk > Enter win socket errors and it will give you a list. usually it tells you what each means and how to solve them.
If their meaning doesnt preempt you to fix, then post back the winsocket descriptions and ill have a look.
