My view on the 1flinch per sec change.
PVE - its a great change player wise, places that would previously leave you rooted to the spot (ghoul/archer/TU room in bdd) for a number of seconds is now a breeze to run through.
This is good for the player but maybe bad for the game?
A frustration as a player was getting surrounded by all spots except one, then mass flinch would stop you using that 1 space to escape because by the time the flinch had finished another mob would close in around you. This did make running through certain areas a "challenge" or more of a pot/dura drain.

I have tested running through some of the previous areas that I used to get stuck like ZT7th and Frozen 1F-KR. These can now be ran through very easily. again I cant decide if that's a good or bad thing for the game. Its definitely nicer for the player not getting stuck as often but makes reaching destinations much easier. (good or bad?)

PVP wise
Initial impressions (not greatly tested) is that it benefits all classes aside from the Archer.
Because the Archer tends to die in 1-2 hits from any/most classes, being able to move out of the way sooner doesn't come around that often.
I have found that other classes can "close in" quicker.
Using Rapid Fire puts you at a disadvantage because they flinch once per 2 shots but of course you "stop" to cast two shots. I have been leaving rapid fire off as the standard rate of fire (slow and miserable as it is) allows for 1 flinch per shot.

A wiz is having a nice time in terms of less chance to be flinched when casting bliz/met (it felt like i interrupted it less often), however the damage from blizz seems to have been reduced a little (vs players), (i don't have bliz to test) but I got hit with a couple and its almost as though the 2nd flinch was triggering the extra hits so now when you do move through bliz it doesn't hit you 5 times or whatever it was before. (I will test more when I get chance)

I ran around on my war for a little amongst a group of enemies and survived much much longer than I should have due to being able to run away sooner.

I would say all in all it feels quite nice and will just take getting used to but Archer seems at a further disadvantage pvp wise.
The clothes Bug that makes archers harder to target is a great idea for an archer skill. - ill put that in the suggestions section.

i wasnt getting the fps cap of 60 and my gpu was significantly better than yours - GTX 770. i would be more or less stuck at 40-55 fps with some drops below 30 fps.

i have a gtx 970 now and havent played mir on this computer for a while. may give it a go soon and see what its like, i also have an SSD now aswell.
Try windows 8.1 see if that helps your fps.
