Why shouldn't a wizard be able use a Lvl 38 skill they have have leveled for and worked towards (and in many cases, leveled to Lvl 3)?

we are working on all spells today

this keeps changing, i know its a pain, but we made 2 seperate changes which really effected this, however todays/tomorrows reboot should hopefully resolve this.

I'm glad the GM's are looking into the spells, there's definitely something wonky with how calculations are done.
