Raz, take what warlock says and trust in it - what he says is correct. Run something like Hardware Monitor - it will tell you what your clock speeds are. most modern processors tune down the processor to save power when the speed isnt needed. I know mine that runs normally at 4.5 - when playing mir runs at 1800Mhz.
Same for GPU core.
So that is the 2 biggest contenders people point to ruled out for the most part (there are some nuances here, the way it handles threading and old applications like Mir).
When people try to help - try being a bit more polite to them in the future - and warlock of the same note - try not to fan fires
I know that my machine can run everything flawlessly, but yet I am one of the slowest ingame in Mir - go figure
