Not really, he's just going to charge back it in a few weeks when he's bored of trolling the server. Sad thing is it's happened before and admins were bending over backwards to support his behaviour to get more money.

I'm guessing you just add the user to the blacklist and it will just block that user which will be ideal, then said people will just be shouting to them self's ;p
Theres no point having a block global shout option because its a really useful function.
If we can just block the user that would be so much better. or like others said make it so you can only use it every 15 mins.
