I think it's going to take a very long time before a warrior can hit the speed cap with a decent amount of DC. You cannot gem the gale items, but assuming you kept the full set then tried to gem your Dsword to +4...
You're missing out on about 20DC~ in exchange for hitting same speed as a sin assuming those 2 gems didn't smash the item you just used. This is actually worse for PKing, by far as nobody really gets consecutive hits in against a decent player (this is probably why sins feel they're useless in pvp) but it will help greatly for PvE purposes.
With a smash set, WSB, and other decent items, you're still miles away from the speed cap and risk having to smash one of your decent items to increase it - and if you gem anything other than your weapon, then you gem it knowing it'll eventually be dura 0 and not be usable at all.
I can see a problem when one lucky warrior manages to gem his amazing DC kit up to speed8, but then, does he not deserve the increased power for risking all his kit multiple times? On the contrary imagine a Slow+8 Assassin. Landing a hit to slow any class will effectively end their existence against the speed DPS of a sin.
