You can clear everything out of your startup and the machine will still run.yeah you dont really wanna be fiddling in msconfig if you dont know what your doing, most of the apps in their need to be ran on startup.
if its popsup/spyware you mean, just get a virus checked. and most unwanted things will go in the startup folder in programs.

Everything that is in stratup can be removed and wouldn't cause any problems.
