I've only seen one 3 digit steam ID, and that was a someone on the Steam forums, someone that worked for Steam. However I have seen 4-digit Steam accounts go for over $200 on Ebay. But anyways, you should, if you can, sell them.

Also, a quick question - are these accounts banned from VAC secured servers? It doesn't really say on your site.

You can play the games while being banned. You just have to play on unsecured servers.
