need some help with ei server.exe

ok for somereason i get this error and only way to load the server up is restart my comp can comeone help me sort this problem out thanks

this means that a program is using that port allready ..
the server can not bind to it .
find out what program
u could use tcp view for that shows all sockest with end and destination port
