Poison attack on items

Just want to check something, I got a ring today with +1PA which applys green poison to mobs when hit.
The thing is it's pretty rare for the poison to be applied, I'm guessing something like 1/20 hits and it only stays on for a second before it goes again, so it's pretty useless.
Is this how it was intended to work? Or does it need fixing?

if your a warrior it only adds PA on NON TDB hits and obviously at a random rate which im not sure of (well that's how its worked on all other servers, Including euro) if a sin, no idea.
Also PA+1 is supposed to be pretty bollox. Like slow+ until u get like 5/6 pa/slow then u start reaping the rewards a little more.

From what I recall on various Mir 3 servers where the stat existed it used to work often enough to keep a boss poisoned about 2/3 of the time with about +4 ASpeed, which sounds about right - that's why it's so rare.

mir 3 is different to mir 2.

would need confirmation from BH but im pretty sure what I posted previously is correct.

BH is checking all these special stats to see how they work. I asked the question a few days ago. He said he will look into it when he gets a chance. As it's not really that important I would guess it will not be in the next couple of weeks.

As said above it didn't used to be very effective until you get over +4/5 slow/PA
