There seems to be a policy in most gaming of not naming and shaming.
I suppose its because
naming a cheat alerts all his mates to be more careful and shows which cheats not to try using and that its time to make some different ones.
I know that all males have to have their hierarchies and alpha status clear or they get anxious and twisted but just focus on someone 5 or so places ahead of you and try to level past them. It will make you feel better.

I haven't read anything about the titles being temporary, and why should they be? Swamp will still be a known cheater 2 years down the line, even if he never cheats again (sorry Swamp, only off-hand example I have :P).
I also know of no policy of "no naming and shaming" in other MMOs or Mir. What do you think PK village is for? R&R? On Euro it's always been a petting zoo where the just and righteous (and asinine) go to gawk at and mock the less righteous/more asinine (and make them mass drop like WT if they move out of SZ).
Plus, all of a cheat's "mates" already know he was caught/banned and that they should be on alert, whether BH/Sam make his name public or not. What, if you and 5 close friends you play Mir with all cheat and you get banned you don't tell the other 5 to watch out unless the GM publicly labels you a cheater? If anything, other cheaters who find out only because of the "shaming" on the ranking page (that almost nobody looks at) stop cheating or tone it way down, which are, imo, both good outcomes.
