Rules on buying chars / leveling ?

Just got back from holiday been there for a week, only had 24 hours to play before i left for holiday. Now i'm so far behind and don't have the time to catch up.

Can i pay somebody to level my char ?

Can i buy a char from soembody ingame? Whats the rules

if it's all clear for me to do so, Anybody selling a 30+ char or would log on and level my account for me, ill pay £. Pm on here if once of the Apoc team's say it's viable, if not ill probably just give the server a miss as no chance im catching.
