They're all in there.
Just look a little deeper in the archive, scroll down and you'll see M2Server.exe and the gate exes all waiting.

You will find that most of the 2.3 file links are now becoming dead-links.
I think this is mainly because LOMCN are looking for the mirserver files to move further forward rather than people using 2.3 constantly.

Its just a shame 2.3 files are probably still the best files available at the moment.
