The issue:
There is clearly issues with the current boss system. Level 75s completely dominate all bosses during prime time, the players who are in the level range that the bosses are designed for don't get a look in. This is clearly unfair as those same 75s never had to worry about anyone higher farming bosses when they were lower level. Their response to this is that there isn't enough bosses for them to kill, but I imagine if more bosses were added they'd continue killing low level ones as well anyway.
Proposed solution:
Firstly, greatly reduce boss respawn. 1 hour would be fine. Secondly, make it so an account can loot a boss once a day. The player can kill it multiple times a day, by all means, but loot is once, so they can help guild mates but don't gain loot themselves. Drop counters go up by 1 for guaranteed drops, so no abusing that system.
(Possibly reduce drop rate by 1/3 to account for more bosses spawning and keeping incoming loot the same, but that would need testing fully!)
Discussion:
Obviously the highest levels will resist the hell out of this. Because they are currently monopolising bosses, and this would block that. But honestly there is too much loot going to them, so frankly screw them, they don't deserve to dominate every aspect of the server. Starting before another player or having more time doesn't give you the right to block the progression of the rest of the player base. It's idiotic to even suggest otherwise tbh, this isn't about "ooh well outlevel them so you can compete", you won't ever be able to compete if you can't kill bosses, you might as well quit now with the current system. This is the exact reason WoW got rid of world bosses that rarely spawned, it's just dumb and makes players lose interest in the game.
Having it uninstanced means PvP fights can and will still happen. I imagine most guilds will need to kill every boss multiple times a day to make sure all members get loot, so there will be contenion during prime time for the big bosses. I'd say keep 3+ hour spawns on the high level bosses, to increase that competition.
There might be some issue with high levels grouping very low alt accounts, but they'd need to invest in all the GG buffs, and start their guaranteed drops from scratch, so shouldn't be as much of an issue. If it becomes an issue, just add an AoE to every boss like WTs, with a x damage minus level calculation in it to stop it.
Conclusion:
This would lead to a much fairer server, which should make the (lower level) player base a lot happier. This is good for the health of the server, as much as the high levels don't want to admit it, it's the mid to low level players that are most important to server longevity. Making the server boring to them because high levels want to kill every boss is a sure way to kill a server.
