    The sunpot script and the chat bar block are not the same. The Sunpot script would suggest it potted/TT'd for you when you were low HP. Chat bar app literally just blocked the chat bar from being opened whilst holding shift.

You can either block shift + 1-6 completely or have it act as if you just pressed 1-6 and it ignores the shift, so pots without stopping the shift lock on players.     I would be happy to share it with the community. I have seen a post stating that this feature was previously actually added to the game, but then removed again due to complaints? I am unsure what the complaints would even be if it was part of the game.
