Started level 40 beta 2 stage but Doubleshot doesnt seem to hit anything. Is it a level related skill (where it wont hit low level mobs)

It bases off accuracy and usual things in the core files, I doubt they've changed it.
Have you tried hitting a hen or trainer (lowest agility and ac/amc from what I recall)?

Double shot is indeed broken atm , It was working fine before the latest patch came through , Now ive tested it on many mobs and the trainer...skill goes off but the mob doesn't recognize the hit and it does no damage at all even to the trainer, it looks alot like the hunters normal attack bug we had on day 1 , reported it to Vodkashot ingame hopefully it will be looked into soon

It's on our tracker, along with a few other skills that went a little "funny" on the last patch, they will be fixed shortly.
For Phase 3 of Beta, we are going to need spells to be fully functional so we can fully test everything. So no panic guys, they should be sorted shortly!
