As people have said, up to level 40 skills, fine, anything higher, definitely not. If you put skills like Flame Field as a shop item you'll ruin the server very, VERY quickly.
I voted no but I am not 100% against the idea if it was done correctly, however I doubt that it could be implemented in such a way. The main reasons I voted no are the following,
- People have already spent MANY hours hunting rare skills for it only to be taken away from them within the blink of an eye, I don't have FF or Mirroring yet but there are people in game who do and should be rightly annoyed at such a change.
- The idea promotes laziness, people not wanting to put the work into their character, hiding behind the ruse of ''I don't have the time to play''. And for those that legitimately don't have the time are never going to reach the levels to make the skills worthwhile anyway.
- Just one less reason to hunt, skills as you pointed out are a traditionally dropped from mobs as it has always been a part of Mir. A very fun part I might add, I get more joy out of finding a rare skill rather than a rare item of equal tier, for example I would rather find FF over a Dragon Staff.
- PvP balance would be an absolute nightmare as already pointed out.
Those are my main reasons that came to mind on the spot. I don't see why you can't just add the skills into normal mob drops from ZT/ PB/ Foxes/ LostShip/ Frozen/ Jinchon/ Orcs/ Vipers at a rare rate but spread them out so they don't all drop in the same area. Eventually people will start getting books and over time the prices drop and filter into shop books, just like a lot of the skills already have.

So you're anti fun then. As I said earlier, skills are integral to having fun, being high level and not having the skills is absurd. For me this decision will dictate whether I continue playing the server or not as I don't have the time to camp bosses 24/7 in the tiny hope of ever getting a book for my class drop, then winning the roll against everyone else who still needs it because the drop rates are so ****.
