In what way is it not a pressing issue? And what metrics are you basing your OPINION of what needs prioritising?
I am basing it on number of individual unique reports... And if we take those into account, this is concerning a lot of players...
3/5 classes are currently missing 1/2 of their hits because of a level 15, easy to come by item... I care to wager you are in the 2/5 that have taken full advantage of this.

If you would like my thoughts on this matter, leave it as it is.
It gives small groups a chance in PVP and in PVE, the only people that will benefit from you lowering the 50/50 chance is large groups of people hunting/zerging together.
This will only benefit a small amount of people using your server as the majority don't hunt in 10+ groups and even in guild hunts due to "friends" politics.
If you are hell bent on changing this then you will, it isn't good thing.
As chars get stronger people will die easier with the increase in damage spells.
TBH without that defence PVP will become lame, 5 second fights kktybai, and PVE just went to crap, sorcers as an example shoot from across the screen.
This poll has major consequence for the whole balance of your server.
So my main concern with these necklaces is PvP... They provide and incredible unfair advantage to the wearer... You concerns (and correct me if I am wrong), appear to be with PvE? So what if we made its effectiveness less for PvP, but remain the same for PvE?
