Never understood the want for hosters to tweak and adjust skills' levels and powers to appease their community, especially with so many other things they have to work on.
The likes of skills, levels and powers, are better left as specified levels that the last designers had them at. (if all this information is known ofc)
Similarly item stats/requirements.
If there comes a time when everything and every mob/map/quest basically works, without glaring issues (I mean actually work and not too strong or weak etc), then perhaps redress any balance concerns. But tbh, stating that skills will be left 'at the levels the designers last stated them at', has to be a weight of the mind of the hosters that have many other considerations to deal with. "Don't blame us, blame the guys who designed it ?"
Then at the same time, make things harder. Too many "I can solo this'n'that" quotes.
