If every tao had curse & poison cloud, every wizard had FF/blizzard and every sin had swift feet/shadow step the game would be horrible and numbers would prevail even more than they do now (thanks reincarnation).
Its clear from the poll results that at least the high level books won't be making an entrance into the shops in the short term which is cool, however I still think adjusting the drops is the only way forward to bring a positive effect for everyone on such a split decision.
There are many people on this forum who you shouldn't listen to Sam and only vote what is best for them without seeing the overall picture, there is also many people who are just clueless and don't think of what the effects would be if everyone had all the skills instantly, then there are people who are just opting for the lazy option too. It must be difficult to make decisions based on recent polls but you have to remember that you are in charge along with your server team, show some leadership and keep aiming towards how you visioned your server to be, these polls shouldn't determine how the game is set out but more to provide you a guideline.
The negativity on the forums with people claiming 200 user count isn't good for the server, last night you peaked at 400 which is still FAR higher than any private server I know of, I still run into fights regularly in caves and still have fun with my mir friends hunting. All in all cheers for the fun server which you have obviously spent many hours creating - aimed at all the team.

What your suggesting is only a few people should have these amazing over-powered spells? thus shifting the balance of power massivly in their favour, because they got lucky on a lottery

I don't suggest only a few people should have the skills, over time people will obtain the skills just like it has always been on mir.With that logic, the game is obviously an unbalanced mess, and the spells should just be taken out straight away?

This is a private server, eventually every class will have every skill, wether its next month, or in a year. The developers should of thought about that when creating the game, and if they did , it wont unbalance anytihng, infact it will balance it as skills are major factor within the game. and towards a players enjoyment of a server, spells are NOT items, everyone knows that they may not ever possess a DSS, its a rare item and doesnt really contribute to your play style. How-ever a spell does, and everyone expects to at some point have all the spells for their class.

I'd much rarther play a server with 400 people were all spells are unlocked upon level, than play a server with 150-200 users were spells drop once a month from group bosses and the average players has no chance of ever competing in a pvp enviroment.
How-ever if the spells are stupidly unbalanced, they will have to be balanced properly anyway.

Everybody won't gain every skills over time because they will keep releasing new ones for us to obtain, not everyone will get all their skills if they don't invest the time . The developers did think about this when creating the game and it was a conscious decision to keep the skills in the traditional mir way. You say people know they don't own a DSS but people are already moaning that they can't get kit at the moment, if drops were made like dirt and everyone had J maces a DSS would only be the next stepping stone in a moan cycle.
Are you seriously saying that the server count will be at a 200 player difference because of no welfare skill handouts? You are wrong, the user count will drop because people don't feel rewarded for playing (not me personally, but your average Joe). The style which skills have been incorporated into mir has nothing to do with the drop off. Also I DON'T suggest that only the elite get the skills, I have said 2-3 times in this thread already on how I think skills should drop, you muppet.

9 ppl lead is hardly a mandate to change something so fundamental in mir.
Something being "popular" doesn't mean its the Right thing to do. Same as the government dont give a vote on the death penalty.
I don't think anyone here would say no to spells up to level 33 in shops. It was spells after 33 people said should remain as drops only.
